KNU Statement on SPDC Military Campaign

• The SPDC military clique did not suspend its military offensives even during the rainy season of 2007. It was carrying on its offensives while the Yellow Gold Color Mass Movement, led by the Buddhist monks was taking place, during September 2007. In the offensives, the SPDC army troops, in accordance with the SPDC policy, perpetrate the heinous crimes of arresting and killing innocent Karen civilians, plunder, destruction, forced relocation, forced labor and extortion of money.

Starting from the beginning of harvest time in October this year, the SPDC has increased the tempo of its military operations. At the present, the SPDC is intensifying military operations in the KNLA:

• Brigade-1 area of Thaton District, after reinforcing its initial 7 battalions of troops with 7 new battalions from its MOC-19.

• Brigade-2 area of Toungoo District, after reinforcing its initial 17 battalions with 17 battalions from its MOC-4, MOC-21 and MOC-10.

• Brigade-3 area of Nyaunglaybin District, after reinforcing its initial 18 battalions with 14 battalions of troops from its MOC-21 and LID-33.

• Brigade-4 area, after reinforcing the initial 13 battalions with 7 more battalions of troops from MOC-20.

• Brigade-5 area of Papun District, after reinforcing the initial 23 battalions with 21 battalions of troops from MOC-16, LID-33 and LID-55.

• Brigade-6 area of Dooplaya (Kawkareik) District, after reinforcing the initial 14 battalions with 10 more battalions of troops from MOC-8 and MOC-15.

• Brigade-7 area after reinforcing the initial 12 battalions with 7 more battalions of troops from MOC-15.

In total, there are 187 SPDC army battalions, which are conducting military operations in the KNU base areas.

• As usual, in the military operations, the SPDC troops regularly burn down villages, destroy the people’s orchards, plantations, harvests and rice barns - arrest, torture and execute innocent civilians - drive out the people from their homes and villages - loot properties and domestic animals such as cattle, pigs, hens etc. - extort cash, plant land mines in villages, forced people to live in concentration villages, commandeer trucks and bullock carts and forced thousands of people to work for them without pay.

• These SPDC brutal military operations are a war of genocide. Thousands of villages are laid waste and the people have become virtually homeless as refugees. In the beginning of 2006, about 20,000 Karen people have become homeless about 3,000 had to flee to the border areas. At the present, thousands of Karen people have to flee for their lives again.

• The current military campaign is in fact a genocidal war and it is diametrically opposed to the process of resolving the political problems by political means. For that reason, we, the KNU, issue this statement for all the people at home and the international community to know and to condemn the atrocious acts of the SPDC.

As you know, I have just completed a mission to Myanmar from 3 to 8 November, where I met today with Daw Aung San Suu Kyi. In my capacity as Special Adviser to the Secretary-General for Myanmar, I was authorized by Daw Aung San Suu Kyi to make the following statement on her behalf:
• I wish to thank all those who have stood by my side all this time, both inside and outside my country. I am also grateful to the Secretary-General of the United Nations, Mr. Ban Ki-moon, for his unwavering support for the cause of national reconciliation, democracy and human rights in my country.
• I welcome the appointment on 8 October of Minister Aung Kyi as Minister for Relations. Our first meeting on 25 October was constructive and I look forward to further regular discussions. I expect that this phase of preliminary consultations will conclude soon so that a meaningful and timebound dialogue with the SPDC leadership can start as early as possible.
• In the interest of the nation, I stand ready to cooperate with the Government in order to make this process of dialogue a success and welcome the necessary good offices role of the United Nations to help facilitate our efforts in this regard.
• In full awareness of the essential role of political parties in democratic societies, in deep appreciation of the sacrifices of the members of my party and in my position as General Secretary, I will be guided by the policies and wishes of the National League for Democracy. However, in this time of vital need for democratic solidarity and national unity, it is my duty to give constant and serious considerations to the interests and opinions of as broad a range of political organizations and forces as possible, in particular those of our ethnic nationality races.
• To that end, I am committed to pursue the path of dialogue constructively and invite the Government and all relevant parties to join me in this spirit.
• I believe that stability, prosperity and democracy for my country, living at peace with itself and with full respect for human rights, offers the best prospect for my country to fully contribute to the development and stability of the region in close partnership with its neighbours and fellow ASEAN members, and to play a positive role as a respected member of the international community.
I am now scheduled to return to New York to brief the Secretary-General on all the aspects of my mission. I will therefore not be able to take any questions at this time.

Statement of the United Nations Country Team in Myanmar
on the Occasion of UN Day

Yangon, 24 October 2007: Today marks United Nations Day. It is a day on which we should reflect on the importance of achieving development, prosperity, peace, security and dignity for all. All people of the world deserve to have these fundamental rights and freedoms fulfilled.

In Myanmar, the peaceful demonstrations that followed the sudden hike in fuel prices on 15 August highlighted that many of these aspirations are not yet a reality for the people here. The events clearly demonstrated the everyday struggle to meet basic needs, and the urgent necessity to address the deteriorating humanitarian situation in the country. These are the same messages that the United Nations Country Team in Myanmar has been endeavouring to bring to the Government’s attention for some time.

The United Nations Country Team reiterates the calls for action made at the most senior levels of the UN system including the Secretary General, the Special Envoy of the Secretary General Professor Ibrahim Gambari, the Special Rapporteur for Human Rights, Human Rights Council resolution of 2 October, and the Security Council. The 11 October Security Council Presidential statement, reflecting the unanimous views of its members, called on the “Government of Myanmar to take all necessary measures to address the political, economic, humanitarian, and human rights issues that are the concern of its people and emphasizes that the future of Myanmar lies in the hands of all of its people.”

The UN system in Myanmar also fully supports the 18 October Joint Statement made by thirteen international non-governmental organizations currently working in Myanmar, expressing concern about the humanitarian situation in Myanmar. We echo their appeals for greater public expenditures in social sectors, an improved operating environment for international humanitarian organizations, and a significant scaling up of international assistance to address the needs of the poor.

While acknowledging the efforts made by the Government of Myanmar to build schools, clinics, hospitals and roads, the UN system in Myanmar nevertheless sees every day that in this potentially prosperous country basic human needs are not being met. Today, Myanmar’s estimated per capita GDP is less than half of that of Cambodia or Bangladesh.

The average household is forced to spend almost three quarters of its budget on food. One in three children under five are suffering from malnutrition, and less than 50% of children are able to complete their primary education. It is estimated that close to seven hundred thousand people each year suffer from malaria and one hundred and thirty thousand from tuberculosis. Among those infected with HIV, an estimated sixty thousand people needing anti-retrovirals do not yet have access to this life-saving treatment.

The United Nations agencies working in Myanmar repeat their strong determination to help the country address poverty and suffering, and their underlying causes.

The concerns of the people have been clearly expressed through the recent peaceful demonstrations, and it is beholden on all to listen.

The Ministry of Foreign Affairs of the Union of Myanmar issued the Protest Note of 25 October 2007 in response to the statement issued by the UN Country Team in Myanmar on 24 October 2007 which is not in line with the UN Day theme for 2007. The situations related to various sectors, such as social, health and education, mentioned in the statement do not even reflect the true situations in Myanmar and were also not based on concrete evidences or statistics.

It was sad to find that despite Myanmar's consistent coordination, the focal Ministry concerned and the Ministry of Foreign Affairs were not consulted or even notified in advance of the unprecedented and inappropriate statement. The Ministry of Foreign Affairs was thus compelled to issue the following Protest Note:

"The Ministry of Foreign Affairs of the Union of Myanmar files a strong protest to the Office of the UN Resident and Humanitarian Coordinator in Yangon against the unprecedented Statement of the UN Country Team in Myanmar issued on United Nations Day.

The Statement, which is found to be very negative, deliberately ignores the successful conclusion of the National Convention which as adopted basic principles for a new constitution as well as the economic development and the gains made in various sectors, such as education, health, transportation, etc. The Country Team should realize that there could be much better gains without the sanctions imposed upon Myanmar by some countries.

The Ministry is extremely disappointed by the Country Team's intention to issue the Statement and its failure to inform the Ministry of its contents prior to its release. The Ministry always responds to the Country Team's concerns and, therefore, the Country Team should have avoided such a Statement to express its concerns. It has jeopardized the good working relations existing between the Ministry and the Country Team.

The Statement harms Myanmar's image despite its all-out cooperation with UN, and gives wrong message to the international community."

KIO Statement of its 15th CC meeting

The 15^th full meeting of the Central Committee, Kachin Independence Organization

1. The 15^th full meeting of the KIO Central Committee was held between October 15^th

- 20th, 2007, at Laiza.

2. The National Convention, a consultative meeting of the Union of Myanmar, was concluded on September 3, this year and on October 19 recently, we learned that a commission to draft a constitution has now been appointed. As the process of constitution crafting begins one of the most important goals for us will be the proper recognition and inclusion of the rights of ethnic national communities.

3. The United Nations has strongly urged an inclusive process, a dialogue-based approach toward the constitution crafting process, and we welcome and fully support this view.

4. We also welcome the recent advice of the government of the People's Republic of China to the effect that it wishes to see peaceful relations between the peoples of Myanmar, and that it hopes that different national communities will be able enjoy the rights they are entitled to.

5. The KIO wants the Union of Myanmar to be founded on the principle of a genuine federal system where the national communities of all constituents of the Union do enjoy the full rights of political self-determination. To attain this shall continue to be the primary goal of the KIO.

6. Consistent with our vision for a Union that is genuine, just and fair, and in accordance with our own determination to be a part of the construction of that Union, we wish to state that we are prepared to consider changing the name of Kachin Indpendence Organization. But this will be done only with full consultation and consent of the Kachin people, and a formal decision to confirm it by the Kachin Consultative Assembly. However, we will not begin this process unilaterally.

စစ္အစိုးရေၾကျငာခ်က္ (၃/၂၀၀၇) - ၁၂/၁၀/၂၀၀၇ ညပိုင္းတီဗြီတြင္ေၾကျငာသည္။

အပုိဒ္(၁) ျပည္ေထာင္စုျမန္မာႏိုင္ငံေတာ္၏ အေျခအေနသည္ ေဒသတြင္းႏွင့္ ႏုိင္ငံတကာတုိ႔၏ ျငိမ္းခ်မ္းေရး ႏွင့္လုံျခဳံေရးကုိ ထိခုိက္မႈမရွိေသာ္လည္း၂၀၀၇ခုႏွစ္ ေအာက္တိုဘာလ(၁၁)ရက္ေန႔တြင္ ကမာၻ႔ကုလသမဂၢ လုံျခဳံေရးေကာင္စီဥကၠဌ၏ သေဘာထားထုတ္ျပန္ခ်က္ကုိ ေၾကျငာခဲ့သည့္အတြက္ ျမန္မာႏုိင္ငံအေနျဖင့္မ်ားစြာ စိတ္မေကာင္းျဖစ္ရပါသည္။

STRESSES IMPORTANCE OF EARLY RELEASE FOR ALL POLITICAL PRISONERS

Presidential Statement Reaffirms Strong Support

For Recent Good Offices Mission, Early Return to Facilitate Tangible Results

Strongly deploring the use of violence against peaceful demonstrators in Myanmar, the Security Council this afternoon welcomed the recent mission by Ibrahim Gambari, the Secretary-General’s Special Adviser, to Myanmar.

In a statement read by its President Leslie Kojo Christian ( Ghana), the Council emphasized the importance of the early release of all political prisoners and remaining detainees. It called on the Government and all parties concerned to work together towards a de-escalation of the situation and a peaceful solution.

The Council stressed the need for the Government of Myanmar to create the necessary conditions, for a “genuine” dialogue with all concerned parties and ethnic groups. It welcomed the Government’s public commitment to work with the United Nations and the appointment of a liaison officer with Daw Aung San Suu Kyi, but stressed the importance of follow-up by action. In that regard, the Council underscored its support for Mr. Gambari’s return as early as possible in order to facilitate concrete actions and tangible results.

The Council reaffirmed its “strong and unwavering” support for the Secretary-General’s good offices mission. It welcomed Human Rights Council resolution S-5/1 of 2 October, as well as the important role played by the Association of South-East Asian Nations (ASEAN) countries in urging restraint, calling for a peaceful transition to democracy and supporting the good offices mission.

The meeting, which started at 1:35 p.m., was adjourned at 1:41 p.m.

The full text of presidential statement S/PRST/2007/37 reads, as follows:

“The Security Council welcomes the recent mission by the Secretary-General’s Special Adviser to Myanmar Mr. Ibrahim Gambari, reaffirms its strong and unwavering support for the Secretary-General’s good offices mission as mandated by General Assembly resolution 61/232, and expresses its appreciation for the personal engagement of the Secretary-General.

“The Security Council strongly deplores the use of violence against peaceful demonstrations in Myanmar and welcomes Human Rights Council resolution S-5/1 of 2 October 2007. The Security Council emphasizes the importance of the early release of all political prisoners and remaining detainees. It also calls on the Government of Myanmar and all other parties concerned to work together towards a de-escalation of the situation and a peaceful solution.

“The Security Council stresses the need for the Government of Myanmar to create the necessary conditions for a genuine dialogue with Daw Aung San Suu Kyi and all concerned parties and ethnic groups, in order to achieve an inclusive national reconciliation with the direct support of the United Nations. The Security Council encourages the Government of Myanmar to consider seriously Mr. Gambari’s recommendations and proposals. The Security Council also calls on the Government of Myanmar to take all necessary measures to address the political, economic, humanitarian, and human rights issues that are the concern of its people and emphasizes that the future of Myanmar lies in the hands of all of its people.

“The Security Council welcomes the Government of Myanmar’s public commitment to work with the United Nations and the appointment of a liaison officer with Daw Aung San Suu Kyi. The Security Council stresses the importance that such commitments are followed by action. It acknowledges that the Government of Myanmar had invited Mr. Gambari to Myanmar. It underscores its support for his return as early as possible, in order to facilitate concrete actions and tangible results. The Security Council urges the Government of Myanmar and all parties concerned to cooperate fully with Mr. Gambari.

“The Security Council welcomes the important role played by the ASEAN countries in urging restraint, calling for a peaceful transition to democracy, and supporting the good offices mission. It notes that the good offices mission is a process, and encourages the sustained support and engagement of the international community in helping Myanmar.

“The Security Council remains seized of the matter.”
